Minimum speed limit

Does anyone else have the FSD package confuse the minimum speed limit signs with posted speed limits. While driving at 70 mph with a speed limit the FSD will spot a minimum spend sign for 40 mph and automatically drop the cruise speed to 40, someone almost rear ended me when the car went from 70 to 40 in a few seconds
 
I've not seen that exact scenario, but I've got a lot of other speed limit signs that FSD 14.1.4 misses, and I have no way to alter maximum speed lower. School zones, neighborhoods, and other situations the car wants to speed, even in Sloth mode. I've submitted suggestions via Tesla's feeback site to explain why the max speed setting needs more refinement, as FSD can only go up in speed, not down with current settings.
